Joshua Zuckerman
Executive Director

Joshua first saw the need for a nursing and rehabilitation center for the Lower Cape/Mid Cape community in the mid-1980s. In 1984 he had filed for a determination of need for the facility that is now the Pleasant Bay Nursing & Rehabilitation Center. It took eight years of overcoming a variety of regulatory, financing and logistical hurdles before Pleasant Bay first opened in February of 1995.

Prior to developing Pleasant Bay, Joshua was assistant administrator for the North Jersey Nursing Center. He did the coursework for his Nursing Home Administrator's license at the Jewish Hospital for the Aged in New York City.

Prior to entering the health care field, Joshua learned the businesses of large-scale construction and facilities planning as a supervisor for two large general contracting companies in the New York area—including a contractor who renovated two historic buildings into housing for the elderly.

He is a graduate of the New School for Social Research in New York. At Harvard University Graduate School of Design, Joshua continues his education with courses emphasizing housing and health care environments for the aging.

Roxanne Webster, R.N.
Director of Operations

Roxanne is the director of operations for Pleasant Bay Nursing & Rehabilitation Center. Roxanne has held this position since the planning stages in the early 1990s. She was responsible for creating and implementing strategic operating guidelines for the organization, and for the building of a skilled and caring staff.

Roxanne was the chief architect of the operational models for the center's long-term, sub-acute and outpatient care. She has been instrumental in building bridges to the communities of Cape Cod physicians, government regulators, and organizations for seniors.

Prior to Pleasant Bay, Roxanne was Vice President, Clinical Services for Meritcare Inc., a national provider of skilled nursing, assisted living, rehabilitation and acute care compliance. She has also served as Regional Nurse Specialist for Beverly Enterprises and as Director of Nursing Services for Hillhaven Corp.

Roxanne is a board member and Secretary of the Board of Registration of Nursing Home Administrators for the Commonwealth of Massachusetts.
